There's an article in the Knights of the Dinner Table comic called "Summon Web Scryer". In it, Kenneth Newquist reviews web sites devoted to RPGs, among other things.
In issue 103, he covers PARANOIA on the web, with references to many sites, which most of us know about (Mongoose, Allen's blog, etc.), and has a few paragraphs on P-Live. Sadly, it was written before Phase IV went live, but here's what he had to say, incorrect assumptions and all:

Paranoia Live is an online community committed to recreating Alpha Complex online. To this end, the users have developed a free chat program called "JParanoia" which is written in Java and usable on any operating system. I'ts similar to normal chat programs like AOL Instant Messenger, but with all sorts of Paraonia bells-and-whistles added in. I wonder how NoryB feels about being "the users"? Maybe similar to how Russell Johnson and Dawn Wells feel about being "the rest".
