This is me running with my AC is the carnival idea. It's slightly morphed into Alpha Complex: The Theme Park.

Welcome to VarneyWorld: The Happiest Place [period]. Fun that never ends. No one ever leaves.

Rumours that the themepark is now controlled by the insane cryogenically frozen head of its once happy cartoonist founder hard-wired into the park's computer network (which controls security, transactions, rides, billboard displays etc.) are declared treasonous serious.

It's quite easy to make similarities between a theme park and Alpha Complex. Both have 24 hour surveillance, high technology and gadgetry, everpresent advertising and commerce, research into new ways of fun and happiness, lots of shopping and merchandise, ducts and secret passages etc.

Who are the players?
The players are pretty are members of the park's service departments - in charge of clean up, maintenence, technical support, customer service etc. - when something goes wrong in the park, the players get called in to fix it.
As these jobs are usually troublesome and boring - they can have a tough time trying to follow the necessary rules of VarneyWorld: Be Happy & Have Fun.

Who are the NPCs?
The NPCs can be divided into two groups.

The other employees at VarneyWorld. Who are usually a combination of power-mad fools, psychotics, obsessive compulsives, maniacs, and the suicidally depressed (sometimes all before breakfast).

Then their are the Visitors. Who are usually less than happy with the service that they are receiving at VarneyWorld. The Customer is Always Right! But so to is marketing - so you cannot deny that VarneyWorld both happy and fun, all the time. And also, customers are not allowed to leave. Of course they are free to leave at anytime. But none ever do (Players need to convince them to stay, direct them to an exit that doesn't exist, or trap them somewhere - note a dead customer is considered to have left - but what the clowns don't find out).
Visitors possibly fit into the rank of UltraViolet almost. All employees want to be one, and think that the ungrateful sods have absolutely no idea how luck they are.

Speaking of clowns. Who are the service groups:
Tech Services: The same. Maintenence, Cleaning, Paint Jobs, Installations etc.
PLC: Merchandising.
CPU: Customer Service (Ticketing, customer complaints, stocktake - also includes marketing department)
R&D: Fun Science Labs (discovering new types of fun everyday - deisgn rides, new merchandise & new routines)
HPD&MC: Entertainment Services (Parades, Demos, Artwork, Kids Parties, and putting the LSD in the water)
Armed Forces: Security Patrols.
IntSec: Anyone in costume. Known as "clowns", but includes people in funny suits, dressed as cowboys/princesses, roleplayers etc. (They could even be that tree).

I'm not sure how mutants and security clearances (well, more mutants) can be worked into it, without just saying "there are mutants!!" (back with carnival, mutants made sense with freak shows and all). Any suggestions.

I think most of teh secret societies should work in this setting. With pro-robot and anti-robot factions deciding what is the best fun for all. Employees who have gone mad and worship the cryogenic commands of teh park's founder, people obsessed with making money, people who think everyone should get a turn on the rides (and get rid of lines) etc.
